If you have signed up for either of our paid tiers (Standard or Enterprise), you also have access to creating a free Starter index. Our free indexes are hosted in one of the three free environments (us-west1-gcp-free, us-west4-gcp-free, or asia-southeast1-gcp-free). To take advantage of this, simply create a project in one of those regions, and you can create a single index in it. You cannot have more than one free Project per Organization.
Please note that our free indexes come with limitations:
- Only 100k vectors (at 1536 dimensions)
- Limited use of metadata
- No support (support is only available for our paid customers on their paid indexes)

I think this information is outdated. I have the free plan and I was able to create 2 namespaces in my index.
